| Summary: | Анализируются условия развития топливно-энергетического комплекса (ТЭК) России на рубеже XX - XXI вв., которые отразились на темпах и содержании его цифровой трансформации. Показано и обратное воздействие ТЭК на все сферы общественной жизни. Делается вывод о том, что в течение анализируемого времени ТЭК обеспечил энергетическую безопасность России, а также создал базу для формирования суверенной модели развития всего народного хозяйства. Авторы заявляют об отсутствии конфликта интересов The authors analyze the conditions for the development of the Russian fuel and energy complex at the turn of the 21st century, which affected the pace and content of its digital transformation. They demonstrate the reverse impact of the fuel and energy complex on all spheres of public life, emphasizing its basic importance in the development of the Russian economy and statehood. The authors believe that the history of the development of the Russian fuel and energy complex during the period under review shows the following important chain of events. From 1992 to 1998, its enterprises, along with the entire national economy, went through radical transformation processes that were contradictory in nature, but the main tasks of entering the market were completed. A significant improvement in the global energy market in 1999 allowed the state to expand its financial capabilities and, starting with 2000, to more actively participate in the formation of a new type of economy. Since that time, the socio-economic policy of the Russian Government began, aimed at creating favorable conditions for scientific and technological development in the sectors of the fuel and energy complex. In 2006, the first real results of this policy appeared: the dynamics of digitalization increased, and breakthrough technologies began to be introduced. However, the unlimited possibilities of using foreign technologies reduced the degree of involvement of domestic resource potential in solving pressing problems of modernizing the fuel and energy complex. This situation was changed by the 2008 crisis, which showed the vulnerability of the extractive industries of the Russian economy and the importance of forming our own centers of scientific, technological and economic power. The final conclusion is that the fuel and energy complex of Russia at the turn of the 21st century was characterized by the following stages in its development: (1) 1992-1998 (transition to the market), (2) 1999 (increase of competitiveness), (3) 2000-2005 (strengthening of public-private partnerships), (3) 2006-2010 (beginning of the transition to an intensive development path). The first three stages of development, where technologies of informatization and digitalization of industries in the fuel and energy complex became a necessary reality, were the most difficult. The accumulated capabilities allowed domestic enterprises to enter a new phase of innovative development - digital transformation - during the fourth stage. In general, during the analyzed time, the Russian fuel and energy complex passed all tests with dignity. It fully ensured the country's energy security and also created the basis for the formation of a sovereign model for the development of the entire national economy.
