| Summary: | Заглавие с экрана В статье представлены результаты исследования стратегических решений, принимаемых Правительством РФ, Министерством связи и массовых коммуникаций РФ и другими органами исполнительной власти относительно дальнейшего развития сферы информационных технологий в России. На основании анализа Федеральных законов РФ, Указов Президента РФ, Постановлений Правительства РФ, Приказов Минкомсвязи РФ была построена хронологическая последовательность стратегических решений с выявлением ключевых негативных рискообразующих факторов, которые препятствуют выполнению утвержденного Минкомсвязью РФ плана импортозамещения программного обеспечения. The article presents an analysis of the strategic decisions made by the Government of theRussian Federation, the Ministry of Communications of the Russian Federation and otherexecutive bodies, concerning the further development of the IT industry in Russia. Based on the analysis of the federal legislation, the decrees of the President of the Russian Federation, the government resolutions and the orders of the Ministry of Communications of the Russian Federation the authors present a chronological sequence of strategic decisions and identify the key risks that hinder the implementation of the official plan for import substitution of software. |
