Выявлены проблемы перехода на инновационный путь развития для России. Предложены основные подходы к формированию кластерно-сетевых структур трансрегионального характера на уровне федеральных округов, как к инструменту активизации инновационной деятельности регионов. The purpose of the article is to investigate the features of the state innovation policy in the conditions of formation of new economy. The object of the research is the formation of cluster-network structures of trans-regional character as an element of the state innovation policy. The feature of the state innovation policy of the developed countries in the conditions of formation of new economy is considered in the article. The dominating role of the regional innovation policy directed at reduction of differentiation in the level of development of regional scientific-innovative potentials, with activization and mobilization of their internal reserves, including the scientific, technical and personnel potential of a region is denoted. The character of inter-regional innovation cooperation is changing. Realization of cluster strategy and formation of innovative regional networks promoted the development of transnational interaction and formation of clusternetwork structures. The new principle of an innovation policy - the cluster-network one - is formed. The analysis of the state innovation policy of Russia has allowed to reveal the basic faults of its realization, and also to staticize the necessity of strengthening of interrelation of the federal and regional innovation policy. New tools of support of innovative development of regions, in particular, formation of cluster-network structures of trans-regional character are offered.
