In the article there is discussed the development of the educational environment as a self-organizing system. A systematic approach to the formation of the learning environment in accordance with the concept of Web 3.0 allows Universities to create high quality educational content, which is generated on the basis of cloud services. The creation of such content provides professional development of the teaching staff of the University and supports student’s self development.
