Методология согласования интересов в системе медицинского обслуживания на основе матрицы предпочтения

| Summary: | Заглавие с экрана Представлен методический инструментарий по согласованию интересов субъектов медицинской деятельности, в основе которого - построение матрицы предпочтений. Использование матрицы предпочтений в процессе стратегического планирования развития отечественной системы здравоохранения позволит выявить сущностные характеристики аналитических параметров субъектов здравоохранительной деятельности, а также их соотношения (противоречия, согласованность). Практическая составляющая статьи представлена примерным фрагментом гомогенной матрицы предпочтений и веерным анализом возможности реализации предпочтений субъектов здравоохранной деятельности. Currently, issues related to the formation of a technique of coordination of interests of participants of the system of health careare relevant because they determine priorities in the further development of the entire health care system. The article presents themethodological tools to harmonize the interests of medical activities; the basis of the construction is the matrix of preferences. Themain objective of the matrix of preferences is the analysis of the possibility of achieving a balance of interests of all stakeholders ofhealth care activities. Analysis of the regulatory framework and the scientific literature has shown the feasibility of a limited range ofbasic subjects of the relationship by the formula 4 + 3. Given the poly-subject provision of health care and medical services, the mainsubjects of analysis are determined as follows: public institutions; people (from the external environment of health care); medicalorganizations; health workers (from the internal environment of health care); health authorities; CHI Fund; medical insurance organizations(representatives of the health insurance system as a leading financial health care system of Russia). Using a binary analysis ofthe formation of methodological tools for the analysis of the matrix allowed revealing the essential characteristics of the analyticalparameters of a subject’s medical activities and correlating them with the characteristics of the analytical parameters of other subjectsof medical activity. Presented methodological tools for constructing the matrix of preferences allows forming an array of analyticaldata for the management of the health system.
