The paper is dealt with problems of rating analysis for higher education institutions and educational programmes provided in Russia and abroad. The experience of the USA, Canada, Great Britain, China and Russia has been studied in this area. On the basis of the analysis conducted, a new model of rating for higher education institutions was proposed according to groups of educational programmes developed for specialists taking into account opinions of all interested parties on the quality of training, i.e. students, alumni, academic community, business circles, and industry.
