The development of creative industries is emerging as a prominent strategy for industrial second-tier cities. The spatial effects of creative industries in industrial second-tier cities lack agglomeration effects yet demonstrate potential for the spatial development of creative business through direct and indirect effects. Direct effects arise from creative start-ups’ spatial dependence on the city and its surroundings, indicating a tendency for increased start-up formation in the city to spillover to neighbouring cities. Indirect spillover effects are driven by negative spillover effects from investments in fixed assets, digital revenues and existing sole proprietorships in creative industries. The latter factors constrict the creative potential of neighbouring cities
