Раскрыта роль формально-нормативного подхода и социокультурного подхода в «процедурах исчисления рисков» и их оценке, в системном управлении рисками The article reveals the role of the globalization process as the basis of a systemic crisis, manifested in the totality of imbalances and destructive processes. The main characteristics and components of the systemic crisis are considered, the idea of its catastrophicity is indicated. The crisis, as shown in the article, is the result of the lack of a global management strategy. Global imbalances that have manifested themselves in the development of society are indicated: these are imbalances and destructive processes that form the crisis state of society and are reflected in a number of models aimed at solving global problems. The article notes that the mentioned program documents focus on a limited set of parameters that provoke the emergence of global threats. The role of globalization as a prerequisite for a systemic crisis of human civilization is revealed. At the same time, it was noted that the concept of “globalization”, the emergence of which was initiated by emerging global thinking, can become a symbol of the unity of man and nature, while the tasks of the philosophy of global problems are intertwined with the tasks of management philosophy projected onto society. The authors characterize modern society as a society of generated risk and formulate the dominant problem of this society - it is risk and ways to prevent or minimize it. Reality, interpreted as a large-scale and continuous “creation” of risks, induces a powerful need for decision-making based on the method of dealing with uncertainty. The risk of the solution is considered, knowledge is presented as an element of risk, which puts a person in a new position in relation to the future. Risk assessment is presented as a multifactorial phenomenon. It is shown that risk management is possible by using the projective potential of scientific knowledge. Attention is focused on the complexity of quantitative risk assessment. It is proved that the formal regulatory approach used in risk assessment dictates the need to be supplemented with the help of the potential of the sociocultural approach. This will allow us to provide an assessment of the extent of risks and an assessment of the dynamics of risk growth holistically and systematically Текстовый файл |
