| Zusammenfassung: | Заглавие с экрана Значительный уровень внутрирегиональной дифференциации муниципальных образований обусловливает целесообразность выделения схожих территорий по уровню развития. Данная мера позволит повысить эффективность региональной политики в отношениях с муниципальными образованиями. В работе предлагается выделять такие территории по двум группам показателей: обеспеченности бюджетов собственными источниками доходов и уровню экономического развития. Основный метод, используемый для решения данной задачи - кластерный анализ. Выявлен высокий уровень дифференциации муниципалитетов Томской области, проведена оценка устойчивости результатов кластеризации, сформированы четыре кластера по заданным критериям. Предложено использовать результаты кластерного анализа в рамках оценки эффективности деятельности органов местного самоуправления по развитию собственных территорий, проводя сравнение не между всеми муниципалитетами одновременно, а внутри групп. A significant level of intraregional differentiation of municipalities determines the practicability of identifying areas with similar development. This measure will improve the effectiveness of regional policy in relations with municipalities. The article was proposed to allocate such territories for two groups of indicators: the provision of budgets with their own sources of revenues and the economic development level. The main method for solving this task is cluster analysis, also in the course of the research statistical, comparative and logical analysis, tabular and graphical visualization of data are used. A high level of municipalities differentiation in the Tomsk region is revealed, the assessment of the clustering results sustainability is carried out, four clusters are formed according to specified criteria. The results of cluster analysis is proposed to use in the framework of evaluating the effectiveness of local governments in developing their own territories.
