Дается характеристика форм и направлений активизации научно-технической деятельности. Делается вывод о том, что элементами стратегии инновационно-ориентированного развития отрасли являлись научность, снижение бюрократизма, конкурентная среда, инициативность, поиск новых возможностей взаимодействия со смежными отраслями. The subject of research is smart and innovative potential of Russian mining engineers in the 1990s. The article draws attention to the lack of research interest to this topic from Russian scientists. It can be explained by high level of contradictory trends in the development of the coal mining industry at that time. The aim of the article is to identify transformation forms and directions of scientific, engineering and technological activity of mining engineers, which allowed not only to preserve, but also to increase the competitiveness of coal industry enterprises during the transition to market relations. The idea of increasing competitive advantages is confirmed by statistical data provided in the graph and content of the article. These data show growth rates of production and economic indicators of mines and open-pit mines since the mid-1990s. The authors of the article distinguish four interrelated blocks of factors that determined the development of smart and innovative activity of mining engineers: 1) significant scientific and engineering base of enterprises and industrial research institutes inherited from the Soviet times, together with high smart and educational potential; 2) influence of market factors on innovative behavior of mining engineers, including their adaptation to the use of high-performance imported equipment and the corresponding improvement of mining technologies; 3) protectionist policy of the state; 4) the strategy of innovation-oriented development of coal mining enterprises. It is emphasized that smart and innovative potential of mining engineers was improved both independently and through professional development organized by enterprises and the Government of the Russian Federation. It is concluded that the strategy of innovation-oriented development of the coal industry included such elements as scientificity, decrease of bureaucracy, competitive environment, initiative and search for new opportunities to interact with related industries. Smart and innovative activity of mining engineers has become the most important tool that provided necessary transformations based on implementation of innovations in organizational and technological departments of coal mining and coal processing enterprises in order to restructure the Russian coal industry. In some respects, the innovative potential of mining engineers in post-Soviet Russia was inferior to the Soviet period, for example, in the field of patenting inventions. It is also important that the instrument of innovation has become one of the factors of socio-economic differentiation not only of coal-mining enterprises, but also of coal-mining territories. |
