| Summary: | Заглавие с экрана Natural capital should be considered as a basic factor in the regulation of regional development, reflecting the territorial features of environmental management. The study of the environmental management system showed the need to create a new information base for decision-making in the field of environmental management, namely the information and methodological framework for the socio-ecological and economic assessment of natural resources and ecosystem services, combining various sources of information in a single institutional space. Using the results of natural capital assessment allows you to apply new approaches to solving management problems, to consider the mechanisms of distribution of natural rent at the local and regional level, to introduce compensatory mechanisms for managing biodiversity, using mineral resources, etc., based on reinvesting natural rent in the development of territories different levels. Comprehensive environmental-economic monitoring of natural capital allows regular monitoring of changes not only physical, but also associated cash flows in environmental management, to monitor the dynamics of changes in the size and structure of the region's natural capital, as well as the directions and volumes of its use. The system of monitoring the economic value of natural capital will enhance budget efficiency in terms of the exercise of authority and the implementation of functions in the field of management and management of property in the field of environmental management. The formation of institutional conditions that ensure the integration of ecosystem services and natural capital into management decisions creates the foundation for the sustainable development of the region. The integration of accounting and valuation of natural capital into the regional management system makes it possible to form a qualitatively new tool for regulating environmental management at the level of the region and the country as a whole. |
