| Özet: | Заглавие с экрана Rational use of natural resources is a necessary condition of Russia and its regions sustainable development. Worthy existence of present and future generations will be able to provide only effective use of the natural capital. Account and assessment of all natural capital functions and ecosystem services, which are rendered by territorial combinations of natural resources and conditions, are necessary for the environmental management efficiency measurement. With involvement of environmental management in the market relations, a natural factor become defining in regional development that causes the need of the ecological-economic mechanism creation which coordinates the interests of nature users with the nature protection tasks. Successful achievement of the goals of development of the natural capital system integration into the administrative decisions will be promoted by distribution of the best the practices in this sphere. Tomsk region has a sufficient experience on a research of various approaches to assessment of the natural capital and its application in the course of administrative decisions adoption, which can be useful to further development of theoretical-methodological approaches to ensuring rational environmental management. |
