Based on knowledge state regulation of economy becomes an institute providing its sustainable and purposeful development, as well as pro-competitive state policy appears to be the content of this institution. The basis for the differentiation of prices becomes cognitive capital, which does not manifest itself through material costs. The pricing mechanism is complemented by the cognitive component that attaches to relations for the production of market nature knowledge. Pro-competition policy includes passive and active measures, in particular, programs to support small and medium businesses, the establishment of R & D development centers, and in the context of globalization - support for national production. Sustainable Development Strategy suggests socio consolidated search of stable economic system equilibrium on the basis of the cognitive capital reproduction process, managed by the state and society. The nature of the cognitive relationship becomes a competitive partner, and government regulation becomes its institutional factor in market-competitive environment and the imperfect competition market development. State regulated competitive market order is systemically important strategies for sustainable development institute, the subject of which is the state acts as a guarantor of social and support effective economic activity forms, in other words, based on the priority of use of cognitive capital, and the competitiveness of the national economy, which is to say that institutional mechanisms ensuring the formation of regulatory impact on the competitive environment as a whole. According to the economic science concepts, the "perfect" economic system is in the process of economic growth and equilibrium, in statics and dynamics simultaneously.
