Studying the nature of threats to sustainable development we discovered their relation to regularities resulting from interpenetration of technological and human capital assets. Interpenetration of these forms of capital is conditioned by transformation of a scientific idea into capital in the system of social reproduction, influencing development of the system. The key aspect of our research is determination of regularity as a complex of interpenetration points of technological and human capital assets and the economic result of their contribution to creating innovations. It was discovered that this complex enables determine possibilities for technological breakthrough, paths for developing the strategy of economic growth andvariations of operation of the system offormal institutions of social reproduction.
