The relevance of the theme arised from the searching for ananswer to the question about validity of refusal from the idea ofgeneral welfare in terms of growing inconsistency rates of changethe subsystems of contemporary society. The purpose of thearticle is implementation of the search for units of geneticinformation (meanings, ideas, values), involved in theconstruction of social welfare model. For this purpose, wesolved the problems of the comparative analysis devotedsocial welfare’s ideas, which allows to identify the keyideas of model construction. A constructivist approach,methods of hermeneutical analysis, explication andcomparative analysis were used in this study. The result ofthe research is: the units of genetic information of socialwelfare model in the context of the evolutionary processhave been identified; It justified that the modeling of socialwelfare takes place predominantly at the managementlevel (system level) and addressing the needs (practicallevel), the correlation of factors affecting the dynamics ofthe social welfare of the individual and society wasexamined.
