Pension and Income on Local Areas of Russia: Differentiation and Affecting Factors

The paper is focused on the differentiation of the elderly population’ pensions and income at the local level (local areas of the Tomsk region as an example). We used the federal and regional statistics data and panel data of sociological survey of the older generation in the Tomsk region and applied methods of statistical analysis, including variance and regression analysis. The research revealed a statistically significant difference between pension sizes on local areas (77%) which is much higher than between regions. Regression analysis showed a strong statistically significant correlation between the level of wages and pensions size of Tomsk region local areas. The study of retirement income based on the data of the sociological survey in the Tomsk region, identified a statistically significant difference in average income level in the context of territory. In particular, a significantly higher amount of retirement payments was found in the territories which are associated with environmentally hazardous production. At the same time, the analysis of local areas in the Tomsk region has not confirmed the differences in income and pensions depending on urban / rural location, which is observed at the level of Russia. The difference for towns and local districts of the Tomsk region is more complex and depends on many factors such as salary level, mining of oil and gas, northern regional coefficient and northern allowances, etc. The results of our study may be used to improve public care and social support for pensioners at the local areas in Russia.
