The luminescence of Li2O–B2O3–P2O5–CaF2 scintillation glass doped Tb3+, Ce3+ under electron beam excitation are investigated. Changing the cerium concentration of 0.2–1 wt% leads to an increase in luminescence intensity of Ce3+ and Tb3+ ions. Luminescence decay of cerium time is 30 ns and weakly depends on the ion concentration and the density of the excitation energy. The luminescence spectrum of the Tb3+ ions and excitation spectrum are dependent on the concentration of Ce3+. The radiative level of cerium ion does not participate in the process of energy transfer from the cerium to terbium. The transfer of energy between Ce3+ and Tb3+ occurs non-radiatively.
