The currently important competences of universitymanagers and faculty staff include not only teaching andassessing skills, but also ability to develop and to execute astrategy of consistent modernization of educational programmesaccording to the purposes of university.The aim of this paper is to propose a model of how the CDIOframework (CDIO - Conceive, Design, Implement, Operate) canbe applied for designing and implementation of facultydevelopment programme and for shaping a particular set of skillsof managers and faculty staff for efficient and consistentmodernization of engineering programmes. According to theCDIO context the programme provides complex preparation ofthe trainees to go through all stages of educational programmeimprovement: starting with setting programme objectives andlearning outcomes to evaluating its quality.
