Active integration of Russia and its regions into the world economy,modernization of the system and mechanisms of territorial administration has caused the needto enhance the competitiveness of regions. In Russia the countryside occupies two-thirds ofthe country, where 27% of the total population, and therefore without the preservation anddevelopment of rural territories is impossible harmonious development of our country, thegrowth of its competitiveness.
