The effective functioning of the innovation system determined by many factors, involving the successful development of innovation system actors and their favorable interaction both individual and group. The analysis of theoretical research and experience of RIS functioning in Europe and Asia revealed that there are different ways of interaction between participants of the innovation system. Such forms of cooperation may include clusters, new marshal regional innovation environment, self-learning regions, and, finally, innovation networks. The main purpose of this paper is to study the effects of innovation system actors networking and their influence on the quality of the region innovation environment. A scientific hypothesis is the assumption that one of the key characteristics of the innovative environment quality is the availability of effective networking between the participants of the innovation system, which improve the effectiveness of their operations and indirectly affect the main macroeconomic indicators of the region.
