| الملخص: | Заглавие с экрана Рассмотрены проблемы развития инновационной экономики. Обоснована необходимость применения кос- венных методов стимулирования этого развития. Акцентировано внимание на формировании благоприятного инновационного климата как основного косвенного инструмента инновационного развития в регионе. Приведены показатели инновационного развития Томской области и обобщены причины успешного развития. Выделены текущие проблемы дальнейшего инновационного развития и предложены пути их решения. The need for the transition of the Russian economy to innovative development is discussed in the article. The maincause of barriers for implementation of this transition is shown. The limited use of direct government regulatoryinstruments and the necessity of combining them with indirect methods to stimulate this development are described.Creating a favorable climate for innovation as the main indirect instrument of regional development is presentedherein. The analysis of the innovation climate definition and its structure was conducted. Indicators of innovationsdevelopment of the Tomsk region are considered and reasons for the success of this process are summarized, including:the development of scientific and educational complex in the region, the availability of skilled labor, the active supportof innovative development authorities, development of regional legislation in the sphere of innovation compared toother Russian regions.
