The paper investigates the changes that happened in the urban development of Russian cities under the broader tendency of cultural-creative clustering and cultural turn in urban planning and regional development. In order to define the specifics and challenges of cultural-creative clustering ideas and strategies adoption in Russia, this research addresses the following issues: the overview of creative city's models development; the empirical illustration of cultural clusters creation in several cities of Russia sampled by actualization of cultural heritage and cultural layer presence in urban expansion; the discourse analysis that reflects how Russian experts and local community perceive and evaluate the practice mentioned; the summary of key problems to be solved on the way to creative clustering in Russian cities.
