This article covers the development of Regional Information System (RIS) for Tomsk region government. The development process of such system requires solving of many complex tasks such data collection and integration, providing of high performance. In the paper authors are going to analyze and describe the design and technologies which were necessary to build such system. The main purposes of the system and systems use-cases are defined. The system architecture is chosen and proved. The system development project team and process are described.
