Цель - разработка модели оценки управления качеством аттестации в сфере образования с использованием методов философской рефлексии и концептуального моделирования. Выделяются две главные функции, связанные с аттестацией: инвариантная, являющаяся общей для всех субъектов РФ; вариативная, обеспечивающая приоритеты развития региональной системы аттестации. Рассматривается вопрос о соотношении объема и содержания инвариантной и вариативной частей. Делаются выводы, что разработка региональной модели оценки управления качеством аттестации в сфере образования вызвана необходимостью формирования единой общероссийской системы оценки управления качеством аттестации педагогических кадров с учетом потребностей и особенностей регионов. The article focuses on an important topic: studying the modernization of the education sphere. The aim is the development of a regional model of assessment the certification quality management in the educational sphere, using the methods of philosophical reflection and conceptual modeling. Two main functions connected with certification are distinguished: an invariant function which is common to all the subjects of the Russian Federation, and a variative function which provides the development priorities of the regional system of certification. The issue of the relation between the volume and content of the invariant and variative parts is discussed. It is concluded that the development of a regional model of assessment of the certification quality management in the educational sphere is caused by the necessity of forming a unified national system for evaluation of the quality management of teacher certification, taking into account the needs and characteristics of the regions.
