In particular, with formality of estimation's criterions of effectiveness by municipal programs' implementation. As part of study analysis of these criterions, applied in municipal corporations “Irkutsk-city” and “Tomsk-city”, was realized. Creation of institute of social control and monitoring was offered as problem solution. |
