Publication Productivity as a Quality Index of Higher Education at the Innovative University

| الملخص: | This paper analyzes different models of university education. We find that innovative university combines two tendencies: liberal represented in the model of English and German universities (Wilhelm von Humboldt) and pragmatic represented in the model of American university (John Dewey). Tomsk polytechnic university is taken as an example of innovative university which implements these two tendencies. It is concluded that publication productivity of academic staff and young scientists is one of the most significant criteria of quality evaluation of innovative university educational process.
