Инновационная политика как элемент стратегии устойчивости и безопасности развития экономики России

| Summary: | Заглавие с титульного листа В статье рассматриваются современные проблемы разработки и актуализации инновационной политики как составной части всей экономической политики в России. Именно государство определяет вектор развития инноваций, без ключевой роли государства невозможен прорыв в области техники и технологий, государственные органы определяют механизм и инструменты воздействия на инновационный процесс. Экономическая безопасность национальной экономики определяется уровнем развития инновационной системы, а государство регулирует как инновационный процесс, так и условия, в которых возможно проведение инновационной политики. Устойчивое развитие, являющееся сегодня целью экономической политики многих стран, невозможно без инновационных процессов, которые поддерживаются и регулируются инновационной политикой государства. В статье приводится сравнение финансирования НИОКР в России и за рубежом. Выявляется место России в мировом инновационном развитии, а также анализируются государственные программы в области инновационной политики и механизм их реализации. The paper deals with modern problems of development and mainstream of innovation policy as an integral part of the whole economic policy in Russia. It is the state that determines the development of innovation; without the key role of the state the breakthrough in the field of engineering and technology is impossible; public authorities determine the mechanism and instruments of impact on innovation. The economic security of the national economy is determined by the level of development of the innovation system, and the state regulates both the innovation process and the conditions for innovation policy. Sustainable development, being the goal of economic policy in many countries today, is impossible without innovative processes that are supported and regulated by the innovation policy of the state. The paper compares the R&D funding in Russia and abroad, reveals Russia position in the global innovation development, and analyzes the government programs in the field of innovation policy and the mechanism of their implementation. |
