The paper aims at the conception and real plan of modification of up-to-date system for higher education. The elite experts play an outstanding role in the all fields of human activities. They are the leaders of the progress. Analysis of the experience of the high level technical universities shows the main principles of elite education. And the hard problem arises: how to create a subsystem for elite education inside the usual system for the higher education for tens thousand of students. The main aim is to create the competition medium as for students as for teachers. The structure proposed consists of three biannual cycles: preparatory (1st and 2nd year), fundamental (3rd and 4th year), and specialization (5th and 6th year). But it is not enough. It is proposed to divide each cycle into several steps. The higher is the step the higher are the educational program and motivation of the students from one side and the professors from the other one.
