Shrnutí:In the new energy strategy of Russia, energy saving is meant to be a very important, part. However, the realization of the energy saving program ran against a series of complicated problems, which are features of the country's energy as a whole. This paper shows that the region possesses the requisite and sufficient political, economical and production abilities for effective resource saving realization. For this purpose a successive, consistent will as well as the normative-legal basis, economical mechanisms and operative authorities responsible for problem solving are required.
