Decision Making Support Geo-Informational System for Managing Socio-Economical Sphere of Recion

Summary:For the management of the social and, in particular, the educational resources of a region for different management levels, multi-dimensional information is needed. For effective analyses of this information and for decision-making, a geo-informational system (GIS) was developed. It offers geo-informational features for a wide range of Internet users in their work with actual information for description of the social sphere. The GIS combines the advantages of both Web and GIS technologies, such as a large number of potential users, a common interface and advanced features of information visualization, including cartographical features. For work with the GIS, only a Web browser is needed. Several features of the system are discussed: multi-user data access; operations with spatially-attached information; meta-data actualization; data input (loading); and use of a data warehouse concept. In the present implementation phase, the information of the National Statistics Committee of the Tomsk region is taken as the basic data. For management of the social sphere of a region, a complex analysis of the information is needed, but the basic values don't satisfy the goals of the analyses. Therefore, the system offers an interface for the introduction of complex indicators representing a relation between some interdependent values of the social sphere. The indicators allow the user to track the state of the social sphere. In the ideal case, the number of indicators can be indefinite. With regard to several criteria, the authors extract a structured set of the most significant indicators.
